Consensus requires hard evidence. When an argument breaks out over which platform deserves more budget, the agents settle it by calling `list_outcomes` to see what actually worked yesterday. They dig into specific failures using `get_outcome` and `get_bid`. If the data shows a consistent loss pattern, the agents agree to shift tactics and draft a new set of bid parameters.
