  It only increases playback speed if trimming the clips is not enough to reach the target duration. It always tries to save time through trimming first to keep the video looking natural.

  The capability is designed to pack clips into a target duration. If you have a deficit, it will use trimming and speed adjustments to make the clips fit the window.

  The algorithm follows a strict hierarchy: it first attempts to reclaim time by trimming the longest available trimmable clips down to their minimum duration. Only if the deficit remains after all possible trimming is exhausted will it attempt to increase playback speed using the timeline_packing capability.
