  The calculate_weighted_score capability takes the score from each stage and multiplies it by its assigned weight. The total weight of all stages must equal 1.0.

  Yes, the resolve_tiebreaker capability uses a priority hierarchy to decide a winner when two or more candidates have the same final score.

  The resolve_tiebreaker capability uses a pre-defined hierarchy of stages. It compares scores stage-by-stage, starting with the most important stage, until a difference is found.
