What is the Paraíba Open Data MCP Server?

The Paraíba MCP Server connects your AI agent to the official Dados Abertos portal of the State of Paraíba. This integration allows for real-time auditing and analysis of public finances, government contracts, and personnel spending through natural conversation.

What you can do

  • Budget & Finance — Query budget allocations (get_dotacao), liquidations (get_liquidacao), and revenue execution or forecasts.
  • Public Spending — Inspect commitment notes (get_empenho), daily allowances for public servants (get_diarias), and payment authorizations.
  • Human Resources — Access detailed payroll summaries (get_folha_pagamento) to monitor state personnel costs.
  • Contracts & Agreements — List and analyze government contracts (get_contratos) and outstanding payables (Restos a Pagar).
  • Institutional Structure — Retrieve information about management units, government actions, and resource sources.

How it works

  1. Subscribe to this server
  2. Enter your API access token for the Paraíba data proxy
  3. Start auditing public data from Claude, Cursor, or any MCP-compatible client

Who is this for?

  • Journalists & Researchers — Instantly aggregate spending data for investigative reports without manual CSV exports.
  • Public Auditors & Lawyers — Cross-reference contracts and payment authorizations directly from your workspace.
  • Engaged Citizens — Exercise transparency by asking simple questions about how state resources are allocated.

FAQ

Frequently asked questions

01

Can I see the total payroll for a specific month and year?

Yes! Use the get_folha_pagamento tool by providing the exercicio (year) and mes (month). The agent will return a summary of personnel spending for that period.

02

How do I check government contracts for a specific year?

You can use the get_contratos tool with the exercicio parameter. This will list the contracts registered in the state's system for the requested year.

03

Is it possible to track outstanding debts (Restos a Pagar)?

Yes, the get_restos_a_pagar tool allows you to fetch data on expenses that were committed but not yet paid from previous fiscal years.

04

What is Agent mode and why does it matter for MCP?

Agent mode is Cursor's autonomous execution mode where the AI can perform multi-step tasks: reading files, editing code, running terminal commands, and calling MCP tools. Without Agent mode, Cursor operates in a simpler ask-and-answer mode that doesn't support tool calling. Always ensure you're in Agent mode when working with MCP servers.

05

Where does Cursor store MCP configuration?

Cursor looks for MCP server configurations in a mcp.json file. You can configure servers at the project level (.cursor/mcp.json in your project root) or globally (~/.cursor/mcp.json). Project-level configs take precedence.

06

Can Cursor use MCP tools in inline edits?

No. MCP tools are only available in Agent mode through the chat panel. Inline completions and Tab suggestions do not trigger MCP tool calls. This is by design. tool calls require user visibility and approval.

07

How do I verify MCP tools are loaded?

Open Settings → Features → MCP and look for your server name. A green indicator means the server is connected. You can also check Agent mode's available tools by clicking the tools dropdown in the chat panel.

08

Tools not appearing in Cursor

Ensure you are in Agent mode (not Ask mode). MCP tools only work in Agent mode.
